Give priority to development agenda

Dear Editor,

With the allotment of ministerial berths, chairmen posts of various PSUs and Parliamentary secretaries to our elected legislators, now it remains to be seen how our leaders prove themselves worthy of their commitments made to the people in the elections. The promises made during election times should remain afresh in the mind of elected legislators and they should give priority to the development agenda.

To begin with, the state Govt’s decision to procure costly and luxurious vehicles for who’s who, does not seem to be matching to the process of fulfilling government’s commitments to bring all round socio-economic developments, as the luxurious vehicles would find it difficult to run on rugged and uneven roads in many areas of our hilly terrain. Moreover, many villages in our state are not having road links to the district headquarters or administrative offices.

The personal presence of ministers/MLAs in interior villages is utmost necessary to assess the problems at the grass-root level, and to ensure that the development works are executed timely.

Although a minister is entitled for one or two vehicles but it has been state Government’s tradition to provide four to five vehicles from secretariat pool and from the department concerned as well.

Not to say of ministers and MLAs, their relatives are also found using government vehicles thereby incurring huge losses to public exchequer. Many government officers have also followed their suit. Till late evening, the government vehicles are seen standing in market complex, road side.

With many private school buses found half-empty, use of  Govt vehicles for dropping children to schools have become a status symbol for many of our officers. Instead of these unauthorized use of vehicles and extra huge public expenses, construction of link roads to villages would give more justice to the people.

State government should give a complete new look to policies and programmes and formulate comprehensive policy and planning for all round development with new mechanism for proper monitoring system to avoid misuse of public money.

Yours,

Komjum Riba

Economics and Statistics deptt needs Govts’ attention

Dear Editor,

The department of Economics & Statistics is the oldest one in comparison to various other departments in this hilly state.

Till today, the department is performing various essential statistical works as well as accountable tasks for the state and  Central  governments like collection  and  publication of population census data, annual average rainfall date, agricultural and  industrial production data, conducting National Sample Survey for CPI (Urban), reporting on various monthly retail price statistics,  and the most importantly, yearly publication of the District Statistical Hand Book and many more. But unfortunately, this department is being neglected by both Central  and state govts.  Both the Govts did not initiate any step for well-being of the department after  RBD Act 1969 and state Rules 2001.

Earlier, the department was considered as “backbone” of the state and used to receive accolade from both Govts and public for its performance.

Now, this one of the oldest departments is being looked down with unjustifiable pay scale of its field staff, (i.e. FI,SIS,IS). Pay scale of FI is neither in LDC or UDC grade as  if  their recruitment qualification is now graduate from any recognized govt. university with specific subjects like Economics, Statistics, Commerce & Maths as per amendment made recently.

There is lot of grievances from the field staff who are conducting the very technical portion of the field survey and  getting  least amount in the name of TA/DA without getting technical allowances.

Therefore, the concerned departmental Association (APJESWA), the director, (Eco & Stat) and both the Arunachal and Central Govts are requested  to make a coordinated effort and give a fresh look at the department as a special case in order to fulfill the long felt grievances of the field staffs & the department as a whole.

Yours,

Josheph Nyare
